Policy on Player Code of Conduct and Disciplinary Procedures

Purpose

The Windaroo Lakes Golf Club (WLGC) Code of Conduct shall ensure that each player representing the Club is fully aware of the standard of behaviour and golfing etiquette expected of them, and the consequences they face should they breach this code.

Scope

The WLGC Code of Conduct shall apply to every player representing the WLGC in all District run pennant competitions.

The Code of Conduct refers to “player”, however this should be read to include;

  • Any player involved in the above event.
  • Any caddie of a player involved in the above event.
  • Any spectator or supporter associated with the WLGC, involved in the above event.
  • Any official of the WLGC involved in the above event.

Behavioural Standards

The WLGC has an expectation that each player representative adheres to commonly accepted standards of golfing etiquette and dress regulations during competition and exemplary behaviour at all times that they are representing WLGC. This includes practice rounds, competition play and in the precincts of the clubhouse or golf course and presentations. The Code of behaviour applies equally to representatives when travelling to and from venues when representing the Club.

For the purposes of this Code, a breach of etiquette or behaviour will have deemed to have taken place if one of the following acts occurs:

  • Physical or verbal attack or abuse in any way of another player or an official of any Golf Club;
  • Deliberately damage the facilities, including the course and the clubhouse;
  • Wrongfully remove or damage property belonging to another player, an official or the competition golf club;
  • Use abusive or profane language or obscenities towards another player, an official or person;
  • Maintain an acceptable standard of dress befitting of a player representing the
  • In relation to a competition, publicly criticise:
    • The competition golf course;
    • The competition itself;
    • The sponsors of the competition; or
    • Any official supervising or organising the competition during or before a competition.
  • Withdraw from a competition before the completion of that competition without providing a good reason for so doing;
  • Acts in such a manner that may bring disrepute to the player or

Procedures for Conducting Complaints

Reporting and Investigation

Any act that may constitute a breach of behaviour under this code which is reported during or at the completion of the competition shall be reported to the Pennant Captain or any member of the WLGC Management.

Upon receiving a report, the Pennant Captain or the WLGC Management shall decide on one of the following courses of action:

  • No further action should be taken;
  • If the breach is serious refer the incident directly to WLGC Management for further consideration.

Disciplinary Proceedings

The WLGC Management must give the accused player or players notice in writing to attend a meeting to answer the accusation and to “show cause” why action should not be taken by the WLGC Management against the Player.

The notification issued to the accused player must state;

  • The provision of the Code of Conduct that the accused player is alleged to have
  • Details of the nature of the breach alleged, together with details of the time and location of the

WLGC Management Meeting Procedures

The accused player may attend the hearing of the disciplinary proceeding with a representative.

The disciplinary proceeding against the accused player shall commence with the reading out the details of the incident, which is the subject to the disciplinary proceeding, and the nature of breach of the Code of Conduct alleged.

The procedure for the hearing will be as follows;

  • The complainant shall be asked to state the facts supporting the report and may call any witnesses in support of the report and may also be questioned by the WLGC Management.
  • The accused player shall be asked to respond to the report and may call any witnesses in support of his position and may be questioned by the WLGC Management.
  • WLGC Management may recall any person who has given evidence, for further

Upon reaching a decision, the accused player shall be advised of the result in writing.

Penalties

In the event that a player is found in breach of the code of conduct. The WLGC Management may impose any of the following penalties:

  • Deliver a severe reprimand.
  • Deliver a suspended sentence for a time to be determined by the WLGC Management.
  • Require that the accused player attend appropriate counseling sessions, before being allowed to represent WLGC.
  • Suspended the player from representing WLGC in future competitions for a given period of time.
  • Other penalties as determined by the WLGC Management from time to time.

Appeals

The accused player may appeal the decision by notifying the WLGC Management in writing within 14 days of the decision. The accused player is not entitled to appeal the decision unless he can satisfy the WLGC Management that there is some additional relevant evidence that was not presented at the original hearing of the disciplinary proceeding. The lodgment of an appeal does not invoke a stay of the original decision. Appeals shall be determined within 28 days of receipt of the written documentation.
